Voting Question: If your on probation can you move out of state?

My boyfriend is on probation, been about 7 months now, he will be on probation for 3 years. He lives in Hagerstown, MD. I live in Chambersburg, PA..they are about 20 min away from eachother, we want to get a place together, but he tells me that he cant move to PA so he wants me to move to MD, MD is too far for me cuz i have school, work, and babysitter here, I told him to ask but he said his pro offic. is a bitch and wont be understanding..is he just lying b/c he doesnt want to move to PA?...
